Joseph Emil Lay, age 87, of Valley Mills, Texas, passed away at St. Catherine's in Waco, Texas, on July 27, 2017. Private graveside service will be held at a later date by the family. Funeral arrangements by Foss Funeral Home and Cremation Center.
Joseph was born October 22, 1929, in Houston, Texas. He was an electrical worker. He worked for IBEW #716 for many years
Survivors include his daughter Debra Manis.
